Emergency House Repair Scheme (Type 1)
For households whose houses have suffered 10% damage or more due to the 2024 Noto Earthquakes, applications for the Emergency House Repair Scheme (応急修理制度) are being accepted.
This subsidy scheme covers urgent repairs to restore the bare minimum infrastructure required for daily living, such as roofs, living rooms, kitchens and toilets etc.
※The degree of damage will be verified through the Disaster Victim Certificate
The following certification categories are regarded as "10% damage or more" and eligible for this scheme: 大規模半壊 / 中規模半壊 / 半壊 / 準半壊
Eligible Recipients
Persons/households who fulfil all of the following criteria are eligible:
(1)House of residence certified as ”大規模半壊” (40% to less than 50% damage), “中規模半壊” (30% to less than 40% damage), “半壊” (20% to less than 30% damage) or “準半壊” (10% to less than 20% damage), and hence unable to resume living without repairs.
(2)Expected that use of evacuation shelters will no longer be needed upon emergency house repair.
※Recipients (households) who are currently staying at an evacuation shelter or living out of their vehicles etc. are eligible if emergency house repairs will enable them to return to their homes.
Scale of Emergency Repairs
The areas eligible for emergency repairs are those deemed essential to basic living and suitable for quick repairs:
Roofs, walls, flooring, openings like doors, water pipes etc. of living room, kitchen, toilet etc.
Amount Covered
All material, labor, and administrative fees incurred by the emergency repairs will be covered, up to the following limit per household:
706,000 yen per household (in the case of “準半壊”, i.e. 10% to less than 20% damage, up to 343,000 yen)
※Any amount exceeding the above limit, or for ineligible repairs will be paid by the applicant themselves.
Application Procedures
- Prepare all documents required for application and submit to the city hall.
- The city hall will mail the required documents to the repair company.
- Submit the required documents after repairs are completed.
Selection of Contractor
A company can be chosen from the list of designated contractors (in Japanese)
※It is also possible to select a company not included in the list. In such cases, the emergency repair scheme will need to be explained to the company, so please consult with the city hall beforehand.

4) Repair Quote Form (Excelファイル:28.1KB) *can be submitted later, but needed to begin repair works
Required Documents From Contractor (after repairs)
After repairs have been completed, submission of the following documents is required:
1) Repair Completion Report (Wordファイル:34.6KB) (in Japanese, to be filled in by contractor)
2) Photo records of house before, during and after repairs(Wordファイル:55.4KB)
3) Copy of repair quote (only if there are changes to original quote)
Deadline for Repair Completion Report
Within 12 months from 1 Jan 2024 (until 31 December 2024)

※Information here may be modified as needed
- This subsidy scheme is intended for houses with at least “close to 50% damage 準半壊” . Those considering applying should check the degree of damage reflected on their disaster victim certificate.
- In general, applications should be made before initiation of repair works. However, if repairs need to be started first urgently, please be sure to get photos of the house before, during and after repairs (refer to "Photo Requirements" here)
- The city pays the contractor directly for repairs under this emergency house repair scheme (payment in kind). Note that you will no longer be eligible if you have already made payment to the construction company.
- Property owners are responsible for repairs of rental properties in normal circumstances. However, you may consult the city hall on possible eligibility in cases where the owner is unable to carry out emergency repairs with their own funds, or even with the funds of the residing tenants. (eligibility depends on the owner’s income, disaster insurance coverage, savings etc.)
Emergency House Repair Scheme (Type 2)
Houses vulnerable to rain due to damages to roofs etc. may apply to receive funding for repairs, such as installation of tarp cover etc.
Eligible Recipients
Residents of houses that have suffered damage to roofs, outer walls, windows and doors etc., and are deemed at risk of rain infiltration, with damage "close to 50% or more".
*Degree of damage will be determined based on photo submitted at application
*Disaster Victim Certificate not required
*Only living areas are eligible. Storage rooms, warehouses and garages are ineligible.
Costs Covered
- Material costs of tarps, sandbags, ropes etc. used for rain protection
- Set-up costs
Amount Covered
Up to 50,000 yen per household
*excess amount will be paid by the applicant themselves
Application Process
