COVID-19 Precautions for Year-end Celebrations

In light of the big festivities that often take place internationally during the year-end and new year period, including the home countries of many of our residents, we would like to alert everyone to the following COVID-19 precautions with regards to participation in events involving many people:

  • Avoid places with large crowds, and events where infection-prevention measures are not thoroughly enforced (especially events involving close contact with others and shouting, loud conversation or singing etc.)
  • When participating in events or meals with others, maintain a distance from others, and carry out thorough infection-prevention measures such as hand disinfection, mask-wearing and avoidance of loud conversation etc.
  • Avoid spending too much time outside and in shops etc., and drinking large amounts of alcohol. As far as possible, do not participate in events where alcohol consumption is involved.
  • As far as possible, stay at home and limit interactions to family members.

Financial Assistance Schemes

Below is a compiled list of financial support measures provided at the national, prefecture & city level, for individuals (pg 1) and businesses (pg 2).

Special COVID-19 Cash Handout

As part of support measures during the COVID-19 outbreak, the Japanese national government is giving out 100,000 yen to all residents who have been carrying a Japanese visa for at least three months and are registered on the Basic Resident Register.

Komatsu residents can also receive this handout, and application forms will be sent out to the household heads of all eligible residents soon. Refer to the notice (pdf) below:

Exceptional Deferment of Tax Payment

The following tax deferment policy has been implemented for Residents with tax payment difficulties due to the COVID-19 outbreak. Please call the Tax Collection Division (0761-24-8033) for prior consultation.

・Residents receiving significant pay cuts due to the COVID-19 outbreak may defer payment of municipal taxes for up to a year, if they meet specific conditions.

・No collateral fee is needed. No interest will be incurred as well.

Conditions for Receiving Exceptional Deferment for Tax Payment

Any tax-payer or specially-designated tax collector (whether an individual or company of any scale) who fulfils either condition 1. or 2. is eligible:

1. If you have experienced an overall income reduction of 20% or more during any period since February 2020, compared to the same period last year. You may designate the specific period yourself, but it must be at least one-month long.

2. You are experiencing temporary difficulties in paying or settling taxes.

Applicable Municipal Taxes

All municipal taxes that are due between 1 February 2020 up until 31 January 2021(including Fixed Assets Tax, Light Vehicle Tax, Resident Tax, National Health Insurance Tax, Corporate Resident Tax etc.)and that have not yet passed their due dates at the point of application.

※ Applications for this exceptional deferment can be made retroactively for taxes that satisfy the above condition but have passed their due dates, if the tax was due by 30 June or before. (i.e due up until two months after the implementation of this deferment policy)

Length of Deferment

Payment of taxes given this exceptional deferment may be deferred up to a year, starting from the day after the respective taxes are due.

Documents Needed for Application

Please submit the following documents to the Tax Collection Division when applying for the Exceptional Deferment of Tax Payment.

Application Due Date

Applications must be made by 30 June 2020(two months from the implementation of this policy)or by the tax payment due date, whichever is later.

Temporary Loan Emergency Funds

Temporary funds are being provided to households struggling financially due to COVID-19 related unemployement or work stoppage.

You may seek assistance in applying for these funds at the Komatsu City Hall (Welfare Division), Daiichi Community Center (Social Welfare Association), City Hall Service Desk (Urara Branch) and the City Hall Service Desk (Nanbu Branch)

School & Children-related

 Children’s Food Education Promotion Cash Handout

Komatsu City has rolled out its own Children’s Food Education Promotion Cash Handout to ease the financial burden of providing children with nutritious meals.

No applications are needed. Families with eligible children should receive a notice on this, and the amount will be deposited directly in the bank account used to receive child allowance (jido teate) around late May onwards.

Eligible Recipients

・As of 1 May, any child six years old or younger, whose residential address is within Komatsu City (excluding elementary school students).

・Any infant born in May this year, or any child six years old or younger who moved to Komatsu City in May this year (excluding elementary school students).

Handout Amount

・10,000 yen per child.

Temporary Special Benefit for Households with Children

As part of Japan's COVID-19 emergency economic support package, it has been decided that a provisional cash benefit (kosodate setai he no rinji tokubetsu kyufukin 子育て世帯への臨時特別給付金) will be distributed on top of the usual child allowance (jido teate).

No applications are needed. All eligible recipients will receive the amount through the bank account used to receive child allowance.

Eligible Recipients

Children receiving the standard child allowance in April 2020 (including the March portion) are eligible. Children who were in junior high school up until March (i.e newly-admitted first-year high school students) are also included.

10,000 yen per eligible child

Opting out of Cash Benefit

If you wish to opt out of this cash benefit, you have to submit this opt-out form(PDF:225.8KB) to the Children & Families Division. It should reach them no later than 4 Jun (Thurs).

Special Cash Handout for Newborns

Currently, a nationwide special cash handout is being given out as a form of support for household finances amidst the COVID-19 outbreak. However, since only people “registered as residents as of 27 April 2020” are eligible, newborns born after that date are not included.

Hence, Komatsu City has initiated a separate scheme to ease the financial burdens of households who have had to undergo pregnancy and childbirth amidst the uncertainties under the state of emergency. This cash handout is the city’s own initiative, and is intended for guardians of newborns born between 28 April and 31 August 2020.

Eligible Children

Infants born from 28 April to 31 August 2020, whose first registration under the Basic Residents Record was as a Komatsu City resident.

Authorized Recipients

Guardians of eligible children.

Cash Amount

50,000 yen

Application Period

Within 3 months after the eligible child’s birth.

Required Documents

Application form, copy of personal ID of authorized recipient, and copy of account verification document of bank account (e.g passbook) under recipient’s name.

Immigration and Residence-related Procedures

Japan has imposed bans on re-entry for foreign nationals who have stayed in certain countries / regions within 14 days before returning to Japan.

The Immigration Services Agency has implemented serveral allowances for foreign residents unable to leave or return to Japan due to the COVID-19 situation. This includes extensions on period of stay and certificate of eligbility validity.

Employment and Labour Rights Issues

The Ministry of Health, Labour and Welfare has emphasised the basic rights foreign workers should continue to be given by employers. The service counter for consultation regarding labour and employment rights is located on the seventh floor of the Komatsu labour bureau (google maps).

The Human Rights Bureau is providing a multilanguage hotline for foreign workers to seek assistance regarding human rights, in their native languages

Answers to work-related COVID-19 concerns

Apart from COVID-19-related concerns, the Ministry of Health, Labour and Welfare has a general "Telephone Consultation Service for Foreign Workers"

New "Designated Activities Visa"

In order to support foreigners who are have had their work/intern contracts broken by their initial employer due to the COVID-19 outbreak, and face difficulties taking on a new job under their current visa status, the Immigration Services Agency has implemented a temporary "Designated Activities Visa" (特定活動 tokutei katsudo) that will allow such employees to stay in Japan for up to a year.

Do note that this visa change is only applicable to those taking up new jobs under the 14 Specified Industry Fields as designated by the "Specified Skilled Worker" visa, and can only be carried out upon signing a new work contract.
